Jack mackerel (Trachurus murphyi) is the main target fishery in Chile. Strict species protection programmes and the application of the country’s Fishing and Aquaculture Law assures its protection within the Chilean EEZ. Jack mackerel, being highly migratory species, become easy prey for over 100 large factory trawlers from Spain, Russia, Poland, Cuba, China, North Korea, Vanuatu and other countries. At night, some of these vessels dart into Chile’s EEZ and escape into the high seas at dawn, before the Chilean Navy’s patrol aircraft take off from their land-based airports. According to Federico Silva, Chile’s National Fishing Society (Sonapesca) Chairman, after selecting the best catch for on-board processing (freezing and canning), every thing else is processed into fish meal. This way, the juvenile jack mackerel and other fish are destroyed, affecting stock replenishment. Once these factory vessels fill their cold stores and holds, they rendezvous with cargo vessels on the high seas to transfer their cargo and return to the fishing grounds to continue fishing. The cargo ships discharge their loads at their home ports with false declarations of the origin of the fish in their books.
